I dont get it, how does it fix them?

 

Reflow is used for soldering surface mount components - I think the idea here, is that you'd use it to heat up the 360 board to 'remake' the solder connections affected by thermal issues. Not my area of expertise, but I suspect that this approach would knacker more than it fixes for this particular problem. Either way, it sounds like an expensive alternative to the towel wrapping method!

 

Presumably that's why it is being sold off, because if it really did work that guy would be cashing in

 

Yup,a rebal is the best way to fix a 360.A reflow is more of a temporary fix.
