Collecting capsules was not fun because of the chance that I could get Melvin from Wisconsin. It was fun because it was Sega stuff. As for "there were always going to be people everywhere": yes, of course, Chinese people hopefully. Why are Melvin and his friends visiting a 1980s Chinese village? Just hurts the immersion.
I really dislike it when backers' names or faces are shoved upon the player in crowdfunded games. For example, the new Tex Murphy game (which is otherwise good) has a building full of backer photos. Really makes you feel like you're in a post-apocalyptic San Francisc when you're looking at photos of random people that in no way suit the art style of the game. Shenmue 3 sounds even worse in this respect since capsule collection is an actual part of the gameplay.
It seems like a really lame way to make up for not being able to use Sega's stuff anymore. It satisfies from a monetary sense and it fits into a previously existing mechanic, but it feels really forced. It will likely alienate a lot of people.
