I think it is fugly, since there is no magic from the old SF2. So it is a matter of taste whether you like it or not.
The Sprites took a serious downgrade. There is post at neogaf showing the difference and capcom admiting to downgrading the art. Personaly the new KoF will be the only good 2d HD visual love fest.
It doesn't look exactly like SSF2 Turbo, but that is the point. You might as well just get a SF2 collection disc if you want the retro look.
It looks ok, but I agree it doesn't seem to have the charm of the original. It looks... overly shiney with lots of bland area I think. When we see it in action will be more of a test. Honestly though, I think SF3 and SFZ3 look better.
They're different stages. I don't see any difference other than the life meter being different and the addition of character icons.
