Just tested with a stock PAL console:

still reboot-cycling (all NTSC images) :
    Shadow Man
Tom Clancy's Rainbow Six - Rogue Spear
    World Series Baseball 2K2

Vampire Chronicles is zoomed with scart/rgb connection (I think it's the game)

    Vanishing Point loads fine though!

    edit:

it seems that using the region free bios or hacking the stock one to change region is not such a great option after all...
on my region-free modded PAL DC , if I use PAL gdis of shadowman/rogue spear/vanishing point the games load and play just fine.

it seems there is some bug? or something that makes these games only boot in vga mode when you use NTSC images with a PAL console....

    edit2:
some more info, on my setup both Vanishing Point and Shadow Man PAL images run at 480i , which is fine.
Rogue Spear however runs at 576i (as expected from a PAL game) but the screen is not aligned correctly:

Japanese copies of SFA3, SSF2X and Vampire Chronicles - are not compatible with RGB scart (So nothing to do with the USB-GDROM) there are patches out there for CDI versions which do run through scart (SFA3 for matching service though does run through RGB scart and so does the PAL SFA3)

^ ah, good to know... I was blaming the BIOS
I'll try later another test fw from MNEMO, maybe it fixes the reboot-cycle games

This tutorial suggest that you should install a switch to switch from Region free bios to origial bios.
    http://www.mmmonkey.co.uk/console/sega/dc-dev-bios.htm

    Could that help?

^ not really, I have removed the original bios and only have the region free one
MNEMO will make another test fw, something to do with region patching. He only has a ntsc console.

    @madsheep
thanks for testing , will test with composite later.
the games do work with VGA output , so they are not completely dead.

Wasn't the RGB scart cable not released outside the EU? here in the UK we never had VGA, but only RF & SCART cables.

it could be the same issue as none VGA compatible PAL games. (NTSC counterpart is VGA compliant ie, Res Evil Code Veronica)

basically the code to run in that specific mode is missing, Code Veronica won't work in VGA even if patched (byte change) just like a few others, but the NTSC version works fine in VGA.

i may diff check the NTSC version against the PAL version, to see where code changes are. (Thought that probably won't make much difference)

Yeah, the RGB cable was only released in Europe. Definitely no RGB cables in NTSC-U regions, and I don't think any JP21 RGB cables came out in Japan.

There were some games that did not work with RGB cables, and needed patching to work properly.

As far as I know, however, no game exists that is incompatible with both SCART and VGA modes, though.

    Dreamcast PAL-2-NTSC Patcher v1.0

Is supposedly meant to patch games to work at 60hz (RGB scart) but this is for rips, not GDI dumps so I may check for the bytes it changes & see if It works with GDI files.

there are actually a few games that would need patching.

It would be cool to display picture of game disk (the one visible in DC CD-Player), but I guess it's not that easy.

Hmmm well I'm not worried about game pictures etc as this is a SD making program not a menu, but what I would like to see is an adjustable folder limit - input box or drop down list (this way if DK increases folder numbers at any time then your program won't need an update)
Another thing I would like is the ability to patch specific images for VGA / Region (rather than the whole lot)

Both are minor things though so not important - love the SD program and the menu list maker is awesome!
